If you mean r(t) = 3+t^2, then dr/dt = 2t
If you really mean rt = 3+t^2, then
r = 3/t + t
dr/dt = -3/t^2 + 1
If you really mean rt = 3+t^2, then
r = 3/t + t
dr/dt = -3/t^2 + 1
