find a ratio between the two fractions, when there is a common ratio between the fractions, that is when there is a proportion.
for example, if you have 2/3 and 7/8, you could either make both fractions into decimals... so .667 and .875
(which are not the same number, so they are not a proportion)
or
you could do 7 divided by 2 over 8 divided by 3, which if it was a proportion should equal 1...
3.5/2.667 does not equal 1, so it is not a proportion
both ways are correct, it is just whichever you find easier.

3/15 and 12/55 12 divided by 3 is 4 and 55divided by 15 is 3.7 so its not a proportion
