Isaac, out of those four answers, creating a change in value from the background to foreground would be correct if the artist wanted to make it appear the background imagery was in the distance.
To visualize this, imagine yourself standing outside on a foggy day. Things in the foreground that are closer to you are darker in value and things in the background as they move further away from you are lighter in value.
