I know that basic clothes are an inelastic item (need) but I cannot find the words to explain why. Any suggestions?

Yes, clothes are a protection against the elements. But long-time custom has decreed that people's bodies must be at least partially covered. This custom has evolved into law making it illegal to appear in public without clothes.
