v = -2/3
if you meant:
7 = -2/(v+4)
multiply both sides by v+4

so the way i see it is 7=-2/v+4
-4 -4
3=-2/v
*-2 *-2
-6=v
-4 -4
3=-2/v
*-2 *-2
-6=v
