Please can some one help me balance this oxidation reaction. Mn4^- + C2O4 ^- => MnO2 + CO3 ^2-

Are you sure of the parts of the equation. I suspect you mean MnO4^- instead of Mn4^- and C2O4^2- instead of what you have and CO2 instead of CO3^2-; i.e., I think you want
MnO4^- + C2O4^2- ==> MnO2 + CO2 and this is in basic solution.
