f/m = 13/5
I assume you meant
if there are 48 more female teachers than the male teachers (otherwise, that would mean there were 48 females, and 13 does not divide 48)
f = m+48
13/5 m = m+48
8/5 m = 48
m = 30
So, there are 30+78 teachers in all.

F/M = 13/5
so F = 13 M/5
M + F - 48 = M
F = 48
then M = (5/13)F = 18.5
total is 66.5
typo?
so F = 13 M/5
M + F - 48 = M
F = 48
