A grant proposal is usually a description of what is going to be done, by when, by whom and the price. There can be quite a lot of description of the project, the institution and those who will perform the work (resumes or CVs). The time scale side and financial planning will be at a high level. The detail required will depend on the granting body.
Program planning is a detailed plan of finance and work. This may involve detailed Gantt charts and cash flow planning.
