A weird question; i.e., all of that information about vinegar but the pH of the NaOH has nothing to do with it.
However, pOH = -log(OH^-) = -log(0.5M) = ?
Then pH + pOH = pKw = 14. You know pOH and pKw, solve for pH. I get about 13.7.
