C is not right.
Remember, negatives multiplied together have a positive product. A negative multiplied by a positive has a negative product.

If you learned FOIL, use it
otherwise use the distributive property
2 y(3y-2)
-3 (3y-2)
= 6 y^2 - 4 y - 9 y + 6
= 6 y^2 - 13 y + 6
