How can the educational infrastructure of countries who are lacking or weak in educational imfrastructure be improved?

Is funding an educational burden? Is a standards based education beneficial?
I money the only issue? What other types of foreign aid can a country, like New Zealand or Canada grant? Also, is a vocational education beneficial?

My view is that a strong educational infrastructure can be better attained when students are more grateful and eager to learn. Is that a strong point?
