the coefficients are 1,3,3,1 so you have

1(2x)^3(-3y)^0 + 3(2x)^2(-3y)^1 + 3(2x)^1(-3y)^2 + 1(2x)^0(-3y)^3

= 8x^3 - 36x^2y + 54xy^2 - 27y^3
