2 and 3 are correct. The other two are wrong.

On second thought -- # 2 is open to interpretation. If you could see a speedometer, you are right. However, d is probably the better answer.

I passed on this question because 2 and 4 are confusing. I don't think 2 has a correct choice. A can't be right. For B I have no way of knowing the speed of the car next to me. c makes no sense. d might work if I could count the seconds it takes to reach the billboard but I have no way of knowing the distance to the billboard. Also, I'm not sure what "observe" the speed means. I guessed that meant, "Do I know what speed the car is traveling?"
For #4, I'm confused by the "it" in the last part of the sentence. What is not moving? The train? The conductor? The bird?
