First you need to be able to interpret the stems and leaf plot (since there are two stems).
The two bars enclose the 10's digit, and the numbers to the left of the first bar represent the units digit for soil A, and the numbers to the right of the second bar stands for the units digit of soil B.

Soil A has data recorded as:
61,61,62,65,70,71,75,81,82,90
