When Will the dependent variable in the equation y= the square root of x+4(end of square root)-3 equal or exceed 4?

so you want
√(x+4) ≥ 4
square both sides
x+4 ≥16
x ≥ 12

check:
if x = 5 , y = √9 = 3 , which does not exceed 4
if x = 21, y = √25 = 4 which is > 4
if x = 12 , y = √16 = 4, which is ≥ 4
