theta +/- n (360) = theta
so
-404 + 360 = -44
which is indeed 44 degrees below the x axis in quadrant 4

You could also call it + (360-44) = 316
counterclockwise from the x axis but if you are doing triangles for trig you would use that 44 for a reference angle.
