how can i found out if y=2/3X + 1/2 is a linear equation

First of all, I assume you mean
y = (2/3)x + 1/2 and not 2/(3x) + 1/2

Since it is of the form y = mx + b, where m and b are constants, it is a linear equation. Changes in y are proportional to changes in x.
