    You have to distribute first, so it would be, 
2/5x-2+4x=-3/5x-12
Next combine like terms so it would be,
4/2/5x-2=-3/5x-12
Add -3/5 to both sides,
5x-2=-12
Add 2 to both sides,
5x=-10
Divide
x=-2
