If there are x quarts of 2% fat, then the rest (40-x) is 7%. So, just add up the fat content:
.02x + .07(40-x) = .05(40)
x = 16
Looks like (B) to me.
You can actually get the right answer without even doing the math.
C and D are clearly out, since the total is not 40 quarts.
Then, since equal amounts of 2% and 7% would results in (2+7)/2 = 4.5% fat, you clearly need more of the 7% fat. Thus, B is the only possible answer.
.02x + .07(40-x) = .05(40)
x = 16
