Because Pb(NO3)2 is a salt and PbCl2 is a ppt. This is a double displacement reaction which is spontaneous because PbCl2 is insoluble. The insoluble ppt of PbCl2 drives the reaction forward (Le Chatelier's Principle) and the reaction proceeds to completion.
