1 * 2^0 = 1
0 * 2^1 = 0
1 * 2^2 = 4
1 * 2^3 = 8
so

the first place on the right is either 0 or 1 times 2^0 which is one
just as in base 10
the first place on the right is 0 1,2...9
or one of those numerals times 10^0 which is one
the second place on the right is either 0 or 1 times 2^1 which is 2
just as in base 10
the second place on the right is 0 -- 9 times 10^1 which is ten (the tens place)
third is 2^2 = 4
like 10^2 = 100 the hundreds place
etc
in the tens system 13 = 1*10^1 + 3*10^0
in the two system it is
1*2^3 + 1*2^2 + 0*2^1 + 1*2^0
= 8 + 4 + 0 + 1
just as in base 10
