Based of what is said, with out researching the clean water act, I can tell that D is correct for the answer. Therefore, I agree with you and Ms. Sue.
A, B, and C talk about what the clean water act is doing about water pollution.
Controlling pollution of water is a good reason, because it does sort of "clean" the water.
Both B and C basically say that they have different things to encourage people to help clean up pollution in water.This helps all kinds of different areas of water.
All three help decrease the amount of pollution in water, and it makes it to where more water organisms can survive.
