C doesn't really seem like the answer, because "State" doesn't really fit there.

So, with all that, I have to go with A.
Lot of nations use taxes to fund their government. For example, Britain used taxes to fund their government because they lost money. They had lost money because the French and Indian War. So, they had to replace the money they lost with money that they gained from the colonists. However, they still had lots of debt from the war, and they increased their taxes, leading to rebellions and the Revolutionary War.
With all of the information, that I researched several times on my own, I did not see much about "State" as to it being the answer. So again, I have to go with A.

Oh, sorry! I must have had a mistake in my head to where I was thinking that A was the answer.
It has been a while since I researched stuff like this, so I think that's what happened. All of the stuff above is what I had assumed off the top of my head. I should have researched government taxation and what you pointed out above. That would have been useful.
Sorry though, I think I may need to research more in a little bit. I believe I may need to do it a lot more.
