both points have the same y-coordinate, so the equation is
y = -3
To get that algebraically, note that the slope is 0/1 = 0
So, y = 0x+b
y(-4) = -3, so b = -3
y = 0x - 3 or, just y = -3
slope is 3/5
so, use the point-slope form:
y+5 = 3/5 (x-1)
y = 3/5 x - 28/5
Doing your way, you get to
-5 = 3/5 + b
b = -5 - 3/5 = -25/5-3/5 = -28/5
So, y = 3/5 x - 28/5
y = -3
To get that algebraically, note that the slope is 0/1 = 0
So, y = 0x+b
y(-4) = -3, so b = -3
y = 0x - 3 or, just y = -3
