I haven't heard of that expression either.
I can make an educated guess that the question wants you to write up a procedure for converting the one chemical to the other and use 0.2 molar materials at the start. That might not mean exactly 0.2 M but in that vicinity. For example if you know the percent yield, you might prepare 0.2 M product and use stoichiometry to give in your directions how much of the reactants to start with to make 0.2M products.
