10+ 1/64 + 1/4
1/64 + 1/4= 1/256
10 + 1/256= 10 1/256

What you are doing is to the negative power. 4^3 is 64, not 1/64. however,2^-2 is 1/4 because it is a negative power.
10 + 4^3 x 2^-2
10 + 64 x 1/4
10 + 16

Just remember, a positive exponent is integer x integer as many times as the number indicated by the exponent. A negative exponent is the exact same thing, except the number you get will be the denominator and your numerator will be 1.
