I'm assuming you meant 1.0 M and not 1.0m. You need to learn the difference.
mols KHP = mass/molar mass = 5/204 = about 0.025
mols NaOH needed = 0.025
M NaOH = mols NaOH/L NaOH
M = 1.0; mols = 0.025 and L = mols/M = 0.025/1 = about 0.025 L or about 25 mL.
