B. A more desirable activity can serve as a reinforcer for aless desirable activity
C reinforcement isn't dependent on the dog motivational state

I know that it menas of any two responses, the one that's more likely to occur can be used to reinforce the respone that's less liley to occur
So I think the answer is B
