-10x + y = 4
I am not sure how to apply this/what to plugin. For example how would I use this function rule if x = -2

That is the function rule btw

-10x + y = 4
add +10x to both sides
-10x + y = 4
+10x = +10x
---------------------- add
y = 10 x + 4
now if x = -2
then
y = 10(-2) + 4

looks like around -16 to me
check by using that y = -16 in the original
