first, complete the squares:
x^2+x + y^2-6y = -9
x^2+x+(1/4) + y^2-6y+9 = -9 + 1/4 + 9
(x + 1/2)^2 + (y-3)^2 = 1/4
Now all should be clear. See

x^2+x + y^2-6y = -9
x^2+x+(1/4) + y^2-6y+9 = -9 + 1/4 + 9
(x + 1/2)^2 + (y-3)^2 = 1/4
Now all should be clear. See
