Are the rectangles all joining each other? On how many sides? Or are all rectangles separate?

Ok. Let's assume that you need the green thread around each of the rectangles.
P = 2L + 2W
P = 2(4) + 2(5)
P = 18 cm for each rectangle
18 * 40 = ?
