it says the emperor gave the title of shogun to the leader of the Minamoto clan, and he became supreme ruler of all Japan, so Minamoto Yoritomo set up the Kamakura shotgunates, a series of military dynasties.

I'm not sure. Your book sounds like the military rule is the better answer. I based my answer on the fighting between rulers for the next few years.
