I have to write a report on earthquake disaster planning, what are some of points I should address in my report that would help convince my manager that such a plan is needed, and help my manager make a better-informed decision.
So far, I have come up with: costs, benefits, how likely earthquake is to stike in that area...What else?

And also, is there anymore websites, sources about disaster planning you guys could give me?

You must be go to that place where Earthquake affect many year. You must be know some rules of Earthquake. Earthquake is such type of disaster that have no alarming system. We have some but it was not enough. We can alarm before few second.
