You don't give the density of the solution so I have no way of knowing what the final volume. You also don't give any units for the 190^3 for water. If we assume units are cc If we assume the volumes are additive (and you can make that assumption since the volume of water is so large compared to the H2O) then you have acetic solution (10^3) = 1000 cc and water of (190^3) = 6.859E6 cc.
Total volume is 6.859E6 cc + 1000 cc = 6.86E6 cc.
Then % by volume = (1000/6.86E6)*100 = ?
