Using a ruler and compass,

draw the base line of 9 inches.
Set your compass to 6 inches, from the left end of the base draw an arc above the base line.
Set your compass to 4 inches, from the right end of the base, draw an arc above the base line

The intersection of the two arcs is your third vertex
Draw your triangle.
