If y = -2x^2 + 3, then just use the values of x and calculate the values of y:
x y
-3 -2(9)+3 = -15
-2 -2(4)+3 = -5
-1 -2(1)+3 = 1
0 -2(0)+3 = 3
1 1
2 -5
3 -15
Plot those points and sketch a smooth curve through them.
