Igneous rock becomes sediment first, then upon being deposited and compacted when other layers form on top it becomes sedimentary rock.

Its definitely sediment not a sedimentary rock. That comes after sediment. It is not an igneous rock because how can a weathered and eroded igneous rock still have the same composition and matter? It is not a metamorphic rock because metamorphic rocks become magma then igneous rocks.
