x^2+8x+15 = (x+3)(x+5)
so, you have
(x+3)(x+5)/(x-4) * (x-4)(x+4)/2(x+3)
the x+3 and x-4 cancel, leaving
(x+5)(x+4)/2
so, you have
(x+3)(x+5)/(x-4) * (x-4)(x+4)/2(x+3)
the x+3 and x-4 cancel, leaving
(x+5)(x+4)/2
