Why is the potential difference between the terminals of a battery is not always equal to the e m f of a battery

The voltage across a battery is equal to
the e m f of the battery only when there
is no load on the battery.

When a resistive load is connected across the terminals, a portion of the
voltage is lost across the internal
resistance of the battery.
