i need to draw a diagram to show the solution to 2.6/0.4. and explain what the quotient mean?

You won't find any diagrams here, but division is just a shorthand way to subtract. 2.6/.4 tells you how many times you can subtract .4 from 2.6 without passing zero.
2.6 - .4 = 2.2
2.2 - .4 = 1.8
1.8 - .4 = 1.4
1.4 - .4 = 1.0
1.0 - .4 = 0.6
0.6 - .4 = 0.2
Now you must stop, since you can't subtract it again.
