There are 89 two-digit numbers (10-99). The tens digits are higher in 10, 20, 21, 30, 31, 32 etc.

Count them up.

Notice that for each tens digit from 10, the number of unit digits smaller than the tens digit goes up by 1. The number of unit digits that are smaller than the tens digit in “10s” is 1. There is 2 in the “20s”, 3 in the “30s” and so on all the way up to 90. So, it’s 1+2+3+4+5+6+7+8+9=45
