People got dirty, either in the coal mines or in the factories.
People moved from the country to the cities to man factories. Countryside went to estates ruled by country squires who gained power through a policy called "enclosures" which disenfranchised poor country people encouraging them to go work in the factories.
Google "Charles Dickens" :)
