How might higher levels of development of a country be related to temperate locations??

Temperate locations are good for growing crops, while tropical and cold climates can't grow many staple crops. In addition, diseases and extremely high temperatures and humidity sap people's strength, thus limiting the amount of time they can work. Of course, few people live in the extremely cold climates.
