Poor wording of the problem.

dy/dx = 8x^3 + 9x^2- 2x+ 5
y = 2x^4 + 3x^3 - x^2 + 5x + c
but (2,3) lies on it
3 = 32 + 24 - 4 + 10 + c
c = ....

evaluate, plug c back into y = ....
