No, D isn't correct. My lesson says that is a factor. This is the information my lesson gives:

You are unemployed if:

You are over the age of 16, and
You are not in the military or institutionalized (such as prison), and
You are willing and able to work, and
You don’t have a job, and
You are looking for a job.
