11 is ungrammatical, by saying a person/object is worth something, we are putting a kind of value to that person/object. It is better to write 'he is worthy of praise' or 'he is worth praising'
Same reasoning applies to 13, where 12 is a more suitable form
1. This book is worth reading.
2. This book is not worth 10 dollars.
3. He is worth meeting.
4. This place is worth visiting.
5. New York is worth visiting twice.
6. She is worth prasing.
7. The dog is worth buying.
8. This car is worth purchasing.
9. This car is worth washing.
10. This car is worth driving.
11. He is worth praise.
12. This house is worth a visit.
13. This house is worth visit.
14. This house is worth gold.
