there is int one because "they" are still going to make one either way. Right? I thought maybe one was past tense but they arnt. Maybe #1 is only making one newspaper and #2 is making the newspaper they are disgining it? was it a multiple choice question?
making "a" newspaper is very vague, and could apply o any school anywhere. Or maybe no school at all, just a sample edition.
making "the" school paper would indicate an edition for a particular school, probably one they had been talking about in the previous sentence.
But actually, almost no English speaker would say "making" a newspaper anyway. More likely printing, or publishing. "Making" a newspaper sounds like a homework project instead of a real job.
