Of course that is just across the clock circuit, not including the battery itself.
If you do a complete loop around any circuit the total potential changes add up to zero. That is fundamental to the meaning of potential of any sort, voltage, gravitational, elevation etc.
In other words read carefully. This might be a trick question.
