That is a good first estimate. However, you are correct that 11 is closer (.48*23.95 = 11.49). I would have guessed 12, but 48% is a bit less than 50%, and 23.95 is a bit less than 24, so my estimate was a bit high. Getting 11 as the answer requires more calculation than estimation, IMO.
