I think 17 is correct.

If I remember the formula correctly it is
V = 1/3 times r^2 times h

What is given allows us to find h.
Then you can use 10 cm and the h to find the new volume.
17. A "similar" cone would have the height and radius reduced by the same fraction (2/3 in this case). The volume would be reduced by a factor (2/3)^3 = 8/27. Multiply that by 540 and you get 160 cm^3.
